Separate default liquid prune to own fragment ( #457 )

This allows users who dont want to prune their liquid node to exclude the pruning fragment. (allows rescanning for utxos)

Fee estimation failed. Fallbackfee is disabled. Wait a few blocks or enable -fallbackfee.
Adding fee of 0.1sat/vB
